Elm Avenue Apartments is a substantial rehabilitation of a 1926 apartment building located in historic downtown Long Beach. The project reinforces the viability of its neighborhood by restoring a blighted building to its original architectural character. Prior to Clifford Beers ownership, the property suffered from inadequate maintenance and poor property management. To generate support for the development, Clifford Beers staff walked door-to-door to talk with the surrounding residents. As a result, the project received strong support from the neighbors. The restoration of the Tudor facade and wood casement windows compliments the Craftsmen era homes and small apartment buildings of the surrounding neighborhood known as the Downtown Arts District. Additionally, the design of the project completely transformed the interior of the building by providing more livable unit layouts and rejuvenating a laundry facility and community room.
Due to the age and deferred maintenance of the property, a significant amount of termite damage and rotten wood were encountered at the start of construction. The project’s construction contingency was adequate to weather this change orer and other unforeseen conditions. The project was completed two months ahead of schedule and approximately $100,000 under budget.
