Clifford Beers Housing, Inc. has purchased the property located at 409-415 S Burlington Avenue in Los Angeles, CA. The site is a rectangular shaped lot that consists of two parcels (APN numbers 515402-3013,-3014) that slope downward towards the southeast. The site is currently vacant, with vegetation that consists of natural grasses and one palm tree. The property has street frontage along the west side of Burlington Avenue. The property is located in Council District 1 (Ed Reyes).
Site Description:
The property is zoned R4-1, Multiple Dwelling Zone, which allows a minimum lot area per dwelling of 400 SF, which allows forty residential units. The adjacent land uses includes older multifamily apartment buildings and the surrounding neighborhood consists primarily of older multifamily apartment buildings and commercial development. Wilshire Boulevard is located .3 miles to the South, and 3rd St is one block north of the site. Both streets are major arterials that provide east-west access through the city. Burlington runs north-south and exhibits relatively light traffic volume. The project is located in the Westlake Neighborhood of Los Angeles, just west of downtown Los Angeles. Nearby amenities include MacArthur Park, Food-4-Less, St Vincent’s Hospital, Para Los Ninos, public transit, and other essential shopping services along Wilshire Blvd, 3rd St, and Alvarado St.
Development Concept:
Clifford Beers envisions transforming the vacant, blighted lot into a thirty unit affordable apartment community for families, with approximately 50% of the units reserved for special needs families. The property will feature approximately 9 three-bedroom and 15 two-bedroom units, including 1 manager’s unit, 2 one-bedroom, and 4 studio apartment units. The community amenities will include:

Clifford Beers will work with Gonzalez Goodale Architects to design a beautiful, quality building that is sensitive to security and family considerations while making a striking contribution to the surrounding neighborhood.
Management and Services:
Clifford Beers Housing, Inc. will act as lead developer and long term owner of the project. Additionally, a resident service coordinator would be assigned to work with tenants at project completion, with partner agencies providing on-site case management services to special needs households. Clifford Beers will structure the supportive services program to provide residents with training and on-going support that focuses on physical and mental health, independent living skills, money management, and residential stability. The onsite service coordinator will be responsible for coordinating services among tenants, tenant council, the case management team, and property management staff to ensure effective communication required for the success of the program and housing stability for tenants. The resident services program will link residents with local community groups to provide additional services (both off-site and on-site) such as after-school programming, movie and game nights, reading groups, spiritual groups, arts and crafts, cooking classes, nutrition classes, family and mental health counseling, AA/NA meetings, anger management/non-violent confl ict resolution classes, legal assistance, and community volunteer opportunities.
